Hello Austin, Can you please share a schematic for your design? You may make measurements anywhere you would like. The output of the first amplifier connected to OUT1 and OUT2 should be a negative voltage spanning from 0V to -2.5V. Depending on your gain settings for the second stage you'll see your bipolar output there. While you're making these measurements, I would also verify the reference voltage.
