To clarify, when I say this would apply to 4 inputs simultaneously, I meant that EACH of the 4 inputs would have 40mA going into it for 20 milliseconds, totaling 160mA of package current for 20 milliseconds. In the worst-case it could be the high-side ESD diodes or low-side ESD diodes or any combination of high and low side ESD diodes
