Hi Abbas, I want to emphasize, as Tom has mentioned, that the RESET pin is an input. It sounds to me like this pin could actually be in a float state by the action you describe. Make sure that your pull-up resistor has a solid connection and there are no cold or poor solder connections. Also check the connection between the device RESET pin to the resistor and that the solder connection is good on the ADS122U04 as well. With the device powered off, check the resistance from the RESET pin of the ADS122U04 and your supply. You should see 100k with the ohmmeter. Depending on the ohmmeter current flow you may actually see the ESD diode drop instead of the resistance, so try the measurement twice by swapping the direction of the probes. If it is higher than expected, then either there is an issue with the resistor itself or there most likely is some connection issue.
